field and in the administration of social and economic projects, Her
Excellency Madam, Ana Vilma Albanez de Escobar is the Vice President of
the Republic of El Salvador, complementing the presidential formula with
Elías Antonio Saca for the term 2004-2009. She is also the President of
PROESA, the National Agency for the Attraction of Investments, and of
EXPORTA, the National Agency for the Promotion of Exports.

Dr Pradeep Ganguly, Ph.D., is the Director, of Economic Development for
ontgomery County, USA. Prior to it, he has served as Deputy Director of
the Prince George’s County Department of Public Works and Transportation
and the Department of Environmental Resources. He was also the Chief
Economist and Director of Research at the Department of Business and
Economic Development.
Some of Dr. Ganguly’s focus areas are: • consolidation of small business
programs, including a new micro-lending program, • emphasis on
international business development, • increased contract and procurement
opportunities for local businesses,• support for minority and women- and

Mrs. Lamia Chaffai Sghaier, was appointed Secretary of State in the
Ministry of Communication Technologies, in charge of Information
Technology, Internet and Free Software on 2nd January 2008. She is the
youngest member of the Cabinet.
She holds a degree in Electrical Engeneering from the National School of
Engineering of Monastir and a Preparatory Studies Diploma from the
School of Engineers (DEUTEC), University of Technology, Compiègne
(France).
She started her professional carrier in 1993 as a network engineer in a
private enterprise before moving to the Tunisian Internet Agency (TIA)
in 1996, where she occupied many positions such as: head of service in
charge of the e-commerce project, assistant manager in-charge of IT and
security, Director in-charge of IT and Director General.
Since 2007 and till her induction as Secretary of State, she was the
Principal Director General of the Tunisian Internet Agency.
She is member of many professional associations such as the Tunisian
association “Woman and ITC”, Internet Society (ISOC) and the
International Association of cryptographic researches. Top
